A fan port does run it in a browser. It requires the game files from a copy you own.
Hit & Run is a cult favourite that was never re-released, which is why demand for any way to play it stays high. A fan project built a browser-compatible version of the engine.
As with Half-Life and Diablo, the project distributes an engine, not the game. You supply the assets from your own copy. No legitimately obtained copy means nothing to run.
The game is long out of print, and used discs are the realistic way to get the files.
