There is a real browser port. It has also been taken down by the rights holder before, which is the part the viral lists leave out.
Vice City was rebuilt from the ground up by a fan project called reVC, a reverse-engineered source port, and that project was able to run in a browser through WebAssembly. It worked. It looked like Vice City.
Take-Two, which owns Rockstar, issued DMCA takedowns against the reverse-engineered source for both GTA 3 and Vice City. A browser-hosted copy of Vice City was separately taken down over copyright. The detail worth noting: that copy had disclaimers and still required you to own the original game. It was removed anyway.
So the honest position is that the browser version exists in a legal grey zone that the rights holder actively polices. Any list linking you to one should be treated as a link that may vanish.
